The competition design concept for the Lishui master plan unites eight settlements along the Daxi Brook into a single urban center surrounded by mountains. We based the planning structure on natural corridors that connect the natural landscape with the urbanized environment rather than opposing them. We integrated biophilic principles into the development, including vertical gardens in residential and public buildings.

We developed the waterfront in three layers: a terraced river park with urban rain gardens, uniting the different parts of the site; a water system as a "sponge territory," enhancing the city's capacity to absorb precipitation; and a network of pedestrian routes along the river — the "necklace" of the Oujiang.

We proposed implementing the master plan in four phases. "Acupuncture" (2020–2023) — targeted construction of key facilities based on existing points of attraction, which become drivers of further development. "Growth" (2024–2028) — creation of a continuous network of green routes and new high-tech workspaces around the key facilities.
