The Yakutsk Master Plan is based on a thorough analysis in three time perspectives – we have studied the history of the formation of the city and the agglomeration, carefully considered the economy, demography, ecology, climatic features, infrastructure today, studied the strategic priorities of the city and agglomeration development. We were inspired by Yakutia’s culture and traditions, its uniqueness and identity.
The master plan is created in the paradigm of sustainable development, which is consistent with the strategic objectives of Yakutsk and the agglomeration, and reflects our approach to urban development projects. Thus, all decisions are aimed at sustainable economic, environmental and social development. In all proposals, we proceed from the value of the individual – so, economic solutions should improve the well-being of residents and the republic as a whole, environmental – to make the region attractive and comfortable for living, social – to unlock the potential of local communities and give citizens the opportunity to participate in the destiny of their city. The master plan encompasses all of the city’s spheres. We looked at the city from different angles and described what it is like, the renewed Yakutsk for life and business, creativity and adventure, knowledge and discovery and dialogue with nature. We paid special attention to socio-cultural programming of the areas, so that urban areas will not only be full of life, but will become important objects in people’s lives, their acquaintance with each other and new areas, will stimulate the formation of communities.
The goal of the master plan is to create a viable city. Yakutsk has gone through several different phases in its development, from complete harmony with nature to rapid urbanization and industrialization. Today, in the post-industrial era, we return to nature, its riches and man as a part of nature and the engine of the world. The scrapbook presents a roadmap for change, a master plan designed in such a way that residents can experience changes in the city and agglomeration from the very beginning, from quick wins to realizations that take time and investment. We can briefly outline the areas where solutions are proposed: landscaping – preservation and development of the system of natural and landscaped areas of the city; image – architectural appearance, way of life, popular objects of attraction, non-standard event formats, landmark investment projects; housing – improvement of living conditions of population and quality of housing stock, increasing the complexity and diversity of residential development; transport – ensuring reliability and safety of transport services and engineering support systems of the territory.
